EXHIBIT C-126    August 22, 2005 - letter to the Right Honourable Paul Martin, the Prime Minister of Canada, from GLOBAL HEALTHWATCH UMBRELLA  [ADDRESSES] A-0040

The Right Honourable Paul Martin                                                                      August 22, 2005

Office of the Prime Minister

Dear Mr. Prime Minister,

Re: Lack of response to my letter of May 31st, 2005

It has been my understanding that historically a period of one month is considered to be a reasonable lapse of time for a response from senior political officials as yourself. As of the date of this letter, I have received no reply, or indication of a possible reply, from you or anyone in your office, or from anyone else that you may have appointed. Additionally, there continues to be a reluctance by the Premier of Ontario to take the matter into hand and advise me accordingly (As of this date, there has been no reply to my letter, dated April 15, 2005, to him, The Right Honourable Dalton McGuinty).

If the primary issue at hand was somewhat complex, I may well understand the need for delays. But, no such complexity exists.

  1. Subornation of perjury is a criminal offence.
  2. I have and continue to allege that the College of Nurses of Ontario suborned perjury in two cases.
  3. The Minister of Health and Long-Term Care of Ontario is responsible to oversee the conduct of the College of Nurses of Ontario.
  4. The Premier of Ontario is responsible for the actions and non-actions of his ministers.
  5. No investigation or corrective action, to my knowledge, has been taken.

In order to retain the dignity of being a just, respectfully free, law abiding society, we must all be vigilant.

As a citizen of our great country, Canada, my responsibility, as I see it, is to assist wherever I can in the realization of the highest goals possible. With respect to the issues at hand, I believe that I am partaking in the best way possible. I have progressively reported the problem to those responsible and capable of taking direct corrective action.

Unfortunately, I have run into a serious bump on the road - the governing Ontario Liberal Party.

You sir, as the Prime Minister of Canada, could be seen as the political bigger brother of our Premier. Similarly, your administration would be equated to being the political bigger brother of the Ontario Provincial administration. You each have a bond. You are all members of the Liberal political machine.

The best and fairest solution usually comes within reasonable family groupings. I take it that you sir would be in agreement with me when I refer to all politically elected Liberals across Canada as being members of the Liberal family.

Regardless of the mechanism employed to fairly and properly take corrective or prosecutory action, the College of Nurses of Ontario cannot be held above the law of Canada. Whatever political favours may be felt due to them, they must not be allowed to break the law for their own ends knowing that those in authority over them will turn and look the other way. If the College of Nurses of Ontario is exempt from being held accountable when they suborn perjury, the dream of being a just society fairly and equally governed by the rule of law would prove to be only a false illusion.

As I have stated, I am doing the best I can and do stand vigilant. A little embarrassment is a small price to pay for the dignity of this proud land. I trust that you will be as vigilant as I and with the authority given to you that you will put an end to this growing wrong and allow us all to begin the healing process.

Taking that you adhere to the principles that for a government to be free, government must be transparent and that for justice to be done, justice must be seen to be done, please note that I am awaiting a response from you. If you feel that you or your office require more than the usual month so as to fully inform yourselves, please notify me accordingly. This matter must be corrected. Though I am patient, it remains my responsibility, as a grateful citizen, to make every effort possible to see that justice is served properly and equally and that Canada remains true to the principles it proudly proclaims.

Yours most humbly,
